There will always be exceptions to the rule. I am generally going by stereotypical cases. In a few cases, I couldn't define anything, and I can't definine any of these by a single type.

I think all types are capable of bullying. I don't think this comes naturally to any type, just to different people.
Some types get flak for "bullying" when they are more natural leaders and are trying to move people around. While this sort of authoritativeness can be irritating, it's not true bullying as there is no intent to terrify/hurt the other person.
