-Interest on National Debt (requires at least 8.5%)

-Administration of Justice (courts, police, etc.)
-Foreign affairs
-Community and Regional Development
-Energy
-General Government (requires at least 1%)
Remember it has to add up to 100% and the minimal Interest on the National Debt and the General Government costs must be met.
