gokartride said:I was thinking of various activist groups, non-mainstream political groups, and certain religious groups/sects. They may be suspect (in terms of the government), but they are tolerated and unhindered from raising support/members and carrying out certain actions. They may have a benefit to society...but I am sure there is no shortage of folks who would question that.

Groups like this (and similar) seem to be tolerated by society (and even government) until laws are broken or civil rights are infringed upon. Illegal actions are not tolerated even though the group itself seems to continue on in some form.
