There have been processes for evaluating what makes a person tick for thousands of years, for example look at the initiatory process of the egytpian high preists which has influenced freemasonry. These processes evaluate a candidate over a long period of time to find out what they are about
The CIA recruits from Bonesmen and the bonesmen are recruited from Yale people who belong to certain families. Through school they are monitored, through university and through secret societies and eventually when the guys in the smoky room are sure they fit the bill they are recruited to positions of influence
Politicians are also selected by groups such as the bilderbergers. often prime minsters and presidents are invited to these events right before they are elected into office!

Then of course there are threats, bribes and blackmail as ways to control politicians.
part of the whole sex abuse scandal in the UK at the minute is that politicians are often set up with honey traps and filmed with secret cameras; they are then told if they ever step out of line then their secret will be made public
This is why the current system of centralised power is so vulnerable to abuse because to control the entire pyramid all you have to do is coerce the few people at the top and you can affect everyone
