X number of people killed, INCLUDING X number of children

It irks me to always read this phrase in either English or foreign news. Why does it matter how many children died if there are also men, women, old people, animals, etc. in the equation? It used to be "X number of people died, including WOMEN and CHILDREN". Lately it appears that the WOMEN part has been removed but the children remain.

What are your opinions on this?

Given children's great vulnerability, child protection tends to have a special place in law and culture in general. Reassuringly so, I should say.

So I'm personally not shocked by this.
