When the economy is bad and people have poor or little education they have to find a way to make a living with what they have, and unfortunately in this case it is women selling their bodies. Quick money (and sex is always in demand) will lure people into something they wouldn't always consider (prostitution)
Well, I hope they won't turn it into mass arrests of the prostitues at least, just to make it look like its clearing off. Not only are these women choosing it of their own volition (don't think about the "morality of sex" with this, if they think its okay, its not okay to try and stop them if your only reason is that its morally wrong), but they no longer are being simply locked into crates at their destination and then killed when they get too old/too sick.
The best we can offer them is making some real opportunities for them at home or where they'd normally be doing prostitution otherwise. The main problem is that they think that because they are women, they automatically have nothing to offer but their bodies, and that's the real crime.
