Iran... groan. I've never been there, but I imagine that life is just unnecessarily difficult/complicated/over-governed. At least you have holidays in a nice time of the year, here it's always too hot, or too cold to enjoy them.

The communication of staff decisions isn't the best. But that may simply reflect the fact that some people's response to more transparent decisions wouldn't be the best.
As dissatisfying as it is, the best option in the actual situation now is probably to leave the conflict behind.
