I think it is more so integral in what occurs after one finds out they've harmed another. Many people don't own the harm they cause others, and instead hide from it or feign indifference. Of course, when one is harmed it is up to them to tell the other or they rob them of the opportunity to own up to it. Both things are abhorrent.
