It is most likely a combination of many things. Ignorance being the biggest factor in their conversion. ISIS is using their place on the world stage to manipulate others. Individuals that want power, wealth, but most importantly a reason to live. That search for a belonging is so strong in those that join, that they could care less what the consequences are. Humans have always done that and in many ways they are like livestock. The leaders of ISIS will tell anyone what they want to hear to push their agenda. We have seen this throughout history and we see it now. The key is to not get wrapped up in the labels given to these groups. Basic human needs and fears are the issue here. As long as people ignore that these travesties will continue to occur. Unfortunately this has been ignored for thousands of years. ISIS and similar groups are just a byproduct of humanity's complacency and ignorance.

These predators know what they are doing. They are targeting 15, 16 and 17 yr old girls. These are key ages for rebellious behavior. These girls are at an age where they think they are invincible. 'Nothing can go wrong' says their not-fully developed minds. They want to be adults. They want to experience life on their own terms, make their own choices. This thirst for freedom can lead them to undesirable situations, risk taking. They are not considering the future consequences of their actions.

Now take that girl and throw in all of the difficulties that come along with being a teen. Maybe she's being bullied? Maybe she doesn't get along with her family? Maybe she's being abused? Maybe she has no friends and feels alone? I could keep going. A girl like this is looking to belong. She wants to feel like she's a part of something important. And that predator is offering her everything she doesn't have: acceptance, a tight knit community, security. Who cares if he's lying? She will take her chances. Anything will be better than feeling the way she does now.

And that right there is their perfect victim/recruit.

How do we fix something like this? Better parenting, I suppose. Pay attention to your children. Online activity, emotional state, signs of bullying, signs of depression, etc. and care enough to help them through it. If you can't do that then you shouldn't have children.

Why are they ignorant? Do you have any other source? Why is the guy a predator? What about the parents? Background? More context is needed. Also the article explicitly says "possibly", i wouldn't be so quick to judge the girls.
